Advancement in Sustainability within the VTC
The Vocational Training Council (VTC) is committed to supporting the Hong Kong Government’s “Hong Kong’s Climate Action Plan 2050” to achieve carbon neutrality before 2050. In 2022, the VTC joined the Carbon Neutrality Partnership launched by the Government and subsequently formulated the Carbon Reduction Plan and established the Corporate Environmental and Sustainable Development Office (CESDO).

- Overseeing the environmental and sustainable development efforts at the VTC
- Formulating policies and plans on environmental sustainability and workplace health and safety
- Facilitating the implementation, operation and deployment of green facilities and systems
- Developing and promoting green and sustainable campuses to create a safe, healthy and low-carbon environment for students and staff

Health and Safety
Our Vision
We aspire to become a sustainability partner with the Government to inspire the VTC and the broader community to create a greener and more sustainable Hong Kong.

Governance Structure
Environmental and Sustainable Development
Corporate Environmental and Sustainable Development Committee and related working groups were established to ensure effective communication of corporate sustainable development initiatives.
The top-level Committee takes charge of steering and guiding Council-wide strategies and policies and the implementation of initiatives. The Working Groups have been set up under the Committee to oversee specific development areas in Carbon Neutrality Strategy and Smart and Green Campuses.
Health and Safety, and Environment
We prioritise health and safety and well-being by establishing the Occupational Health and Safety Central Committee to proactively oversee policy implementation, incident review and legal compliance.

Environmental Policy
VTC’s environmental policies showcase its commitment to environmental leadership and sustainability, focusing on continual improvement of our environmental performance.
We endeavour to:
- Ensure compliance with all relevant environmental legislation, standards and regulations
- Minimise waste generation and resources consumption, including water, paper and electricity
- Promote environmental awareness among staff members and students
- Provide environmental education and training to enhance understanding and action
- Incorporate environmentally friendly design, materials and technologies in the Council's campuses and buildings whenever feasible, subject to funding availability
- Manage and reduce environmental pollution resulting from operations, while also requiring contractors to adopt and implement environmental / sustainable measures
- Work towards achieving sustainable development, balancing the social, economic and environmental aspects of our activities
